Intentional risk management is critical on any project, but stakes were raised when the Ohio Department of Transportation (ODOT) utilized design-build (DB) of the I-480 Valley View bridge in Cleveland, Ohio. After over a decade of planning how to re-deck the 40-year-old, side-by-side I-480 bridges high above the Cuyahoga River Valley, ODOT concluded the best way to minimize impacts and associated costs to 180,000 daily vehicles using the bridge was to insert a new 4,150' long, 200' high center bridge between the existing structures via a two-step, technically responsive procurement.
